Go, with sincere empathy, "Gosh, I'm so sorry, I know losing your toys is tough. But we have to be able to walk through here. I am really sorry you chose not to pick up while you had the chance. Bummer."
If you are angry, you are going to be the bad guy, and taking your mood out on him (as far as he is concerned.)
If you are calm and put the responsibility for this squarely back on him, he's much more likely to get the message. Even if he'll throw a fit first.
I wish I had learned that anything I do angrily accomplishes pretty much nothing on child 1 instead of child 3. :0(
