No, it's not too harsh. I know several people who do that, and mainly it works. They put the toys in plastic bags and hide them so that they can give back the toys when the children have a better attitude with picking up their stuff. You only have the child, or two children, but imagine the chaos in a big family if you let the children do as they please? I've seen it, and it's no pleasant.
I thought the same about drawing. You can be proud of him.
