Do you know this song?

Geoff's had a song in his head for the past couple of years (reoccurring, not constant), which he has on tape, but has no idea who sings the song, or even what the title is. And Google has failed us.

It's kind of a progressive synth-pop (early to mid 80's) sound with a female vocalist. Her diction is... indistinct, with English possibly not her native tongue (I'm guessing she's German), so we have a difficult time parsing the lyrics.

What we have so far is something like:
